The Role 

The Bar Standards Board (BSB) is recruiting for a Head of Service Optimisation to oversee the efficient operation of its end-to-end regulatory services. A new role to the organisation, the post holder will join at an important time. The role will focus on improving how work flows through the organisation, removing bottlenecks, improving data and insight, and embedding a culture of continuous improvement across regulatory teams. 

Key responsibilities of the post: 

  • Map, analyse and redesign end-to-end regulatory processes and ways of working (e.g. reports, assessments, investigations, enforcement, authorisations). 

  • Embed clear service standards and workflows that support timely and consistent decision-making. 

  • Develop and maintain performance measures - timeliness, throughput, backlog, ageing, productivity, quality indicators. 

  • Analyse demand trends, case complexity and capacity constraints across regulatory services. 

  • Lead improvement initiatives using appropriate methodologies (e.g. Lean, systems thinking, service design), adapted for a regulatory environment.  

  • Provide clear reporting and assurance to senior management and governance committees on service performance and improvement activity. 

Key skills and experience required include: 

  • Proven experience in service optimisation, operational improvement or performance improvement in a regulatory, legal, public sector or professional services environment. 

  • Strong experience in coaching skills and design to implementation of ways of working  

  • Strong understanding of end-to-end service design and process improvement. 

  • Excellent stakeholder management skills, with the ability to influence without formal authority. 

  • Clear written and verbal communication skills, including the ability to produce concise, evidence-based reports for senior leaders.
